The men check behind the curtain and discover that it was just a pair of boots.

The Black Whip shoots at them from the other side of the room. The men escape by throwing the boot at a lamp to divert the Black Whip's attention.

Dan Hammond (Francis McDonald) and his men are convinced that Barbara Meredith (Linda Stirling) knows the Black Whip's identity. Baxter says that the boot was small, and Hammond concludes that Barbara is the Black Whip. He sends his men to the ranch to get Barbara.

Meanwhile, Tenpoint calls Barbara to tell her that Vic Gordon is coming out to the ranch to question her. Tenpoint Jackson (Lucien Littlefield) thinks that Vic suspects that Barbara is the Black Whip. Barbara's conversation is cut off when Hammond's men grab her.

Vic arrives at the ranch and is attacked when he enters the house. He and the man fight and end up falling through the opening to the secret cave. Vic takes in everything and then dresses as the Black Whip so that he can ride to save Barbara. The Black Whip surprises the bandits as he bursts in upon them, since they were convinced that Barbara was the Black Whip. After a lengthy fight, Vic subdues them. As Vic and Barbara try to leave, shots are fired at them. Up above, one of Hammond's men sets off dynamite which causes a landslide.

Special effects by Republic's in-house team of the Lydecker brothers, Howard and Theodore. Recognized as the specialists, bar none, in mobile miniature action - be it aerial dogfights, car collisions, train wrecks or battles at sea.

Although this serial carries the credit "based on characters created by Johnston McCulley", none of the Zorro characters appears in this film. Rather, a woman who behaves like Don Diego fights a cabal of corrupt politicians as "The Black Whip" after her brother (the original Black Whip) is killed.

The film was made after the 1940 20th Century-Fox remake of "The Mark of Zorro" in order to capitalize on it. Republic was not able to use the character of Zorro himself, however, and despite the title, the hero(ine) is called "The Black Whip" throughout.

This was one of two 12-chapter serials released in 1944, along with Linda Stirling's serial debut, "The Tiger Woman" (1944). It was Republic's standard pattern to produce two 12-chapter serials and two 15-chapter serials each year since 1938 but 1944 was the last year that occurred. In fact, Republic would only produce two more 15-chapter serials," Manhunt of Mystery Island" (1945) and "The Purple Monster Strikes," (1945), both starring Linda Stirling.

Parts of the serial were reused as stock footage to pad out later serials such as "Don Daredevil Rides Again" (1951) and "Man with the Steel Whip" (1954) – despite the fact that both of those serials had male leads.
