It took place on the stairs of jay durga temple on nilachal hill was actually murder not bali because during ambubachi specifically in kamrup kshetra no puja path is allowed we call it sath loga and the regular bali and nitya puja of kamakhya pith is suspended on those days and in kamrup kshetra even female animals are not allowed to be sacrifice only male animals are permitted so it is paradoxical. But around 2008 one severed head of a men was found in the premises of dakshina kali temple of mahavidyas in kamakhya was found but the news is not available now.

As per the great yogis, women are never treated as balis, for the fact they are an aspect of the feminine itself, and being auspicious element, tantra and vedas both don't advise women balis for the goddess energies become rather harsh than pleased... They destroy the person who gave the bali... Note for a ANY bali, not every person can be given bali... There are various conditions... Need to do some better research...
